Snip is a free windows accessory used to capture a section of the screen. In this example it is used to capture from a paused windows media player frame.

Find the snip too on your vista menu under programs -> accessories

This will grey out the screen and show you the snip GUI. Select the region of the screen you want:

Then selected the region you want and it places the picture in the Snip box. Then save as a JPEG

You can manipulate the image with paint:
